The
executive direction of the Fund social-ecological
rehabilitation of Samara region
In 1995 by Administration of Samara area the decision
on development of the federal target program (FTP) under
the decision of the social problems, ecological and
connected to them, of region with attraction to this work
of the federal budget is accepted. For realization of
this task the Fund Social-ecological rehabilitation of
Samara region was formed.
With participation of Fund
in 1996 was developed and authorized by Decision of
Government of Russian Federation FTP
"Social-ecological rehabilitation of territory of
Samara region and guards of health of its
population".
The federal target program
provides realization of the order 300 measures during
1997-2010. The program expenses compose 3,15 billions US
dollars. About 50 % of resources FTP is directed on the
decision of problems of a housing-municipal services
(waterworks and clearing of discharged waters,
utilization of waste and so on), 37 %- on realization of
ecological tasks in sphere of an industry, approximately
6 % - on the decision of a problem of guards of health of
the people, maintenance of ecological safety on transport
and another.
The Executive direction of
Fund is situated in Samara. The director Yury Astakhov
heads it. Nowadays is transferred to it a part of
functions of the state customer and executive management
FTP.
The Direction is called:
- To fulfil the mechanism of interaction of federal
center with the subject of federation under the
decision of ecological problems of region;
- To promote and to carry out coordination of works
of all administrative levels and subjects of
economic activity on realization FTP;
- To develop the annual plan of measures on
realization FTP. To distribute and to supervise
target use of budgetary financial resources;
- To attract supplementary resources and potential
partners for realization of measures FTP;
- To search ways of reduction of expenses and
increase of efficiency of use of budget means
selected on a measures FTP;
- To carry out search and introduction of modern,
ecologically effective technologies, equipment,
materials and investment projects;
- To promote ecological education and training,
increase of a level of ecological culture of the
population of Samara region. In the
Executive direction there is a database of
effective technologies and investment projects
allowing to redact expenses, to reduce terms and
to increase quality of the decision of ecological
tasks in territory of region.
Executive direction
has an opportunity to establish contacts with the
potential suppliers of perspective technologies
in Russia and abroad and to organize their
meetings with the customers of program measures.
